Recruiter to Business Development Department
Position Title: Recruiter

Reports To: Talent Acquisition Lead
Position Overview
The Recruiter is responsible for managing the full recruitment lifecycle, including sourcing, screening, interviewing, and hiring qualified candidates based on International Financial Institutions (World Bank, IMF, EBRD, ADB, AfDB, EU, EC etc.) strict ethical, transparent, and compliant labor practices and policies.
The position requires organizational skills, attention to detail, and the ability to work in a multilingual environment.
Key Responsibilities
- Manage end to end recruitment processes for assigned positions for upcoming and current tenders financed under IFIs (EU, EC, WB, ADB, EIB etc..)
- Source candidates through company’s talent pools, database, professional job search websites and networking tools
- Build and maintain a strong talent pipeline for future hiring needs based on the provided general and specific conditions defined in the tender announcements
- Review resumes and applications as well as suppoArting documents received
- Prepare shortlists/longlists of key, non-key, senior/junior experts and requested project staff defined in the Terms of Reference documents
- Conduct phone, video, and face‑to‑face interviews
- Carry out fee-rate communications with the possible candidates and complete negotiations
- Present qualified candidates to bid and hiring managers with evaluation grids for final submission of the tenders
- Tailoring, polishing and formatting CVs, referential annexes and supporting documents as required
- Finalization of SoAE (Statement of Availability and Exclusivity), pre-bid agreements, lump-sum contracts, time-based contracts and fixed-price contracts contracts
Required Qualifications
Education
Bachelor’s degree in Human Resources, Business Administration, or related field
Experience
Experience in full‑cycle recruitment (1–3 years or more, depending on level)

Technical Skills
- Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
